only the plec is a big waste producer and major bio load contributor, as the others are small bodied tetra etc then it will be fine

My mum has read this topic and has agreed to have my Rummy nose tetras when she takes her Honey gouramis. Does this help?

if she has room they will be better off in a slightly larger group of 6+, the more the better

I will tell her that - she's been nagging me to up the numbers. She currently has 4 galaxy rasboras, 7 cardinal tetras, 3 harlequins, 5 guppies and abot 10 swordtail babies ( the babies are going to new home soon) so if she had 6 rummy nose tetras as well would she be overstocked (68L tank)

again it does sound like alot of fish for a small tank....

68L is that about 2ft?

i think 25 fish excluding the swordtails may be pushing it! but there is nothing in there of high bioload... what filtration does she have?
whats her routine for tank maintenance (water changes etc)?

A 68 litre is quite small. I wouldn't add anything more to it.
Just giving more weight to what Mattee said: I have a 180 litre (35 gallons) tank with 15 cherry barbs, 2 angels and 10 cories, and it looks fab! Bigger numbers give such liveliness to your tank. I used to have smaller numbers from each species too, but I am now even thinking of adding more barbs instead of the 5 congo tetras that I had planned...
