Yes and no... depending on the quality of the water and the amount of aeration you may not need one though in the long term it would probably be better to do filtration. Snails can breath air above the water line so they can withstand low oxygen though it's better to oxygenate the water.

If there's nothing to keep ammonia and nitrites down however, then filtration is a must as snails can easily succumb to ammonia and nitrite poisoning. If the tank is cycled but has no filter, maybe heavily planted or something along those lines then it shouldn't be a problem for filtration.
