Sick Guppy

Hey guys I have some guppies and today one of them died and i noticed that she had been acting weird the past couple days, swimming at the top but letting the current (from filter) to keep her up and her gills were really read and looked almost swollen and her mouth was wide open and she looked very thin. today after flushing her i noticed another one of my females doing the same thing, any ideas?
Info on my tank:
2 male guppies
7 females (including sick one)
live plant
gravel (medium size)
2 African dwarf frogs
heater
light
filter
10 gallon
I feed them flakes and brine shrimp so I don't think they'd be choking 
 
How are your water stats (quality)? How often do you do water changes?
It sounds like stress from poor water, but I can't be sure of that without knowing your water stats.
 
my water quality is perfect and i found out it had cotton mouth after doing more research, unfortunately when i went to buy the medicine there were sme gvernment issues and they wouldnt let me spend my money on my debit and it died the next day but i got the money srtd out and bought the medicine and put some in my tank to hopefully prevent my other fish from getting it and i do water changes at least once a week
