Shy Neons

i have 11 neons that i brought about 3 weeks ago in a 54 litre tank with 2 ranbows, 2 platies, 2 otto's and 4 guppies, they will constantly hide, 1/2 sometimes come out but most of them will either stay undercover or at the back out of the way, why is this?, and how can i get them to swim properly?

enough to grab enough food to stay alive when it falls down, they just get the scraps of the tetra crisps, but still being at the back low down near cover
 
do you have a backing picture on the tank? if not perhaps try adding one. Also watch the rainbowfish because some of the bigger rainbows (especially wild caught fish) will eat neons.
And check the water quality for ammonia, nitrite, nitrate & PH. This is the most common reason fish are shy.
