Should I Restart My Old Tank Or Leave It For Shrimp?

I have a 10 gallon tank that I used to house guppy fry. They are all grown up now though so I don't know what I should do with the tank. They are all out of the tank. 
 
10 gallon
Fluval heater
Bubble filter, (I could buy a hob)
Healthy and thriving pothos plant
lots of duckweed
Carib sea eco complete black substrate
3 amazon swords and 2 dwarf sag. Not doing too well but growing.
 
I say this because there is lots of crap in the water, like decay plants and stuff. I want to just take everything out and remove the substrate and just have a bare bottom tank and leave it for breeding shrimp or guppies or something. What do you think I should do?
 
Guppies or shrimp in there??

I think you should do whatever you want to do.  
 
I just got a 10 gallon and it will house a school of Harlequin Rasboras.  Plants are anubias and java fern for now.   If you have a nice spot in your apartment/house for a nice mini show tank, it would make a nice tank for a school of small fish or I guess you could do some fish and some shrimp.   
 
Or I guess you could use it for a breeding tank...your tank, your choice ;)
 
Shrimp would probably do well in your tank as is right now.
