I have a 260 litre tank with an Eheim Pro 350 which is has specs of 1050 litre pump output and is for a tank of max. 350 litres.

I have two concerns with my current setup; firstly with my intended ultimate stocking AqAdvisor recommends adding more filtration capacity.   Secondly is movement of water, the eheim spray bar doesn't seem to be moving the water very much.

This leads me to the wonder whether to add an extra filter and / or a powerhead to move the water about.

My stats are good currently but I don't want to wait for problems to appear once I add some more fish.

Any thoughts or recommendations for such a situation?

If you can afford it, I'd go for a second filter. It will provide more benefits than a powerhead alone.
