That tank will be fine for angels.
For 2 fully grown angels, allowing plenty of swimming? I'm not saying I disagree because you have more expereience with them than I do and your renowned for your advice, but I was always under the idea that would need at least 4 foot minimum to allow enough swimming room. We have 6 display Altum's in own 6 foot tank at work and it looks just right. I know Altums will be different to what OP is getting but surely 2.5 foot is too small for fully grown angels with enough swim room?

/webrbiz.com/angelfish/amh.html You can keep standard fin pairs in a 20, I like to keep veils in a 29, due to the increased water depth. Angels generally are not very fast moving fish, due to their shape, so the depth is much more important than the length. They are also not very messy as far as cichlids go, and do not need a tremendous amount of water per fish, such as an oscar would.Altums are a different story, much mre sensitive than scalare, and grow considerably larger. For the most part they are wild caught, and need the cleaner water that can be obtained by a lower stocking rate in a larger tank.
With that tank you could have 4 angels, but this would cut back on your options for other fish.
