New Tropical Tank

It was a good idea but its not likely that the work/effort that goes into making it as realistic as possible will be justified by how often its used in class. Plus I'm limited to fish that a student can stock it with, and currently its looking like;

4 Julii Cory
5 Black neon tetra
5 cardinal tetra
3 rainbow garra

I'd skip the garras; they need perfect, quite fast flowing water, plus they get a little large for your size of tank. Corydoras should really be kept on a sand substrate and not gravel. Apart from that, yes, your list looks fine.
 
Your latest stock list looks fairly good. I would substitute 6 nice Corydoras paleatus for the juliis. They look much the same but are far easier to find and much cheaper to buy. The more the better on cories but your 15 gallon tank will give you a number limit of maybe 6.
