I just cycled my 10 gallon and I was wondering If i could have

3 Male guppies
7 Neon tetra
5 Cory Catfish
and a couple of ghost shrimp

I already have the guppies

You can have the guppies and the neons, and the shrimps, but not the cories as well, or you'll be way overstocked.

Yes, you can. Shrimps have a very light bioload (ie, they don't excrete much ammonia) so you can easily have five, or even ten in your tank. They will breed though, so don't get too many to start with!
