My Emersed Propagator

Yes, the TGM do grow certain plants this way. Theres a MA near me that specialises in plants and they have two 8 foot mist tanks.
 
I think Richard at Aquaessentials keeps his emmersed too (where possible)
 
I know its probably good for the plants but surely you can grow them emmersed with out the whole fogger thing and they'd get their moisture and nutrients from the water below the leaves and CO2 from the air we breathe?
 
I must try this, I have a basic plant propagator somewhere, and a heated one too. I have some java moss on order and I will try some of that as I want to get it going on some new bogwood.
 
iv just got a old 1F tank covered in cling film. with normal potting compost in the bottom + water. HC crypts and hairgrass are growing fine in it (no heater its just sat near a window)

The fogger is just a humidity thing - if you can keep that up without it you'll be fine. Depends on the plant really.
As for the CO2, it mimics a tank. You don't need to add it, and they'll fly if you do.
