My Cycle Is Stuffed

I am doing a fish in cycle and have had 10 rummy nose tetras in my 250 liter / 55 gal tank for about 3 weeks and have been doing a 30% water change every time my Ammonia goes above .25 to keep it under .25... now i have done a test the day after a water change and my ammonia is back up to .25 with no nitrites or nitrates... what should i do

Re-home the fish and start a fishless cycle (you will have a bit of a head start due to having some bacteria already in the filter)

i can't re-home the fish as i can not return them to my lfs . Any reason to why nothing has happpened to my nitrites?

If your ammonia is back above 0.25 ppm, it is time for another water change no matter when the last one was done or how big it was.
