Are they in different locations in the tank? The one that is doing better might be situated in a part of the tank with better flow therefore it's getting a great supply of nutrients.
 
they are side by side which i thought was weird cos the front on is browny green and the back one is fully green
 
Have you tried giving it a quick squeeze? I squeeze mine every now n then to clean out any rubbish that has built up in them.
Could it just be some dirt build up?
