Jbl External Filter? Stocking 29 Gal?

I am looking into getting a new filter for my 29 gal community. I currently have an interpet pf3. Does anyone have experience with JBL external filters as my LFS tell me they are the best they stock, and about as expenive as I can afford. They also stock fluval and aquamanta, are these worth a look?

Also, how often should you replace media? They said some needs replacing ever four weeks, phosphate remover and carbon,and replace the other when it falls apart. Do I need to do this because it all sounds very expensive!

Finnaly which sized model do I need for a 29 gal tank with:
21 small shoaling fish (tetras, copper harlequin, wcmm)
2 swordtails (trying to breed)
Golden nugget pleco
I will also add some more fish, my ideas are: headstander, gourami (dwarf?), apistograma or ram and SAE or oto.

Is this going to be overstocked with a good external filter, lots of live plants and regular water changes?

Ok, forget about the filter, is my curent stocking ok with my interpet pf3 and weekly 20% water changes, and can I add those extra fish?
 
Your present stocking is consistent with typical stocking parameters so I will bless it. I simply cannot suggest a good external filter from those you are considering. If you have a filter that serves your present stock, you are ahead of many people. As far as judging the present stock level, do you find yourself needing to deal with larger and larger concentrations each week? If not, you are probably doing large enough weekly water changes. If you find yourself in a degrading condition, you are not doing enough water changes. It is really that simple. If what you are doing gives you constantly improving water quality, you are doing just fine. If not, it is time to re-examine your practices. I wish I could make this more complex but it really is that simple.
