I have a cycled Fluval Spec which is only 10L. It has an internal filter and a heater and has bogwood with an anubias plant which is growing nicely on it plus a un upright long piece of bogwood acroos the back of the tank with moss growing all over it.

The tank has been going for well over a year now and I was thinking of getting some red cherry shrimps to go in it. Would the tank  be suitable for this? Do I need a lid on the tank for shrimps?

Yes, it sounds lovely for some cherry shrimps :)

A lid is best.

I never have my lid on. If you had a different species of shrimp, you may need the lid. Though I'm not sure how one of my shrimps got into my fry basket or in my filter media behind the tank.

that sounds great try investing in some grass or moss they tend to like that.

10l is big enough to keep a small colony of cherries. They probably wont breed much in a tank that small though. No lid is necessary, they can't jump out of the water really. The moss will be healthier with the shrimps picking it clean too.
