can i have a betta in a planted 1 gallon tank temporarily until my dad gets his 10 gallon tank set up it is gonna be 1 male betta with 7 neon tetras and 4 ghost shrimp the tank has water from my other tank is that okay it also has gravel and plants from my other tank

No point is saving the water mate, it is of no benefit. You need to seed the 10 gallon with the media from the filter on the 1 gallon. Other than that it will need cycling from start to finish fully. Even with a seeded filter you will need to check the water every day and carry out partial water chages when needed.

A note on stocking...I had a betta with white cloud minnows (small bit larger than a neon) and ghost shrimp... he ate them both.

You can find one gallon filters at most pet shops - though they are not very reliable and will likely be too much current for the betta. You will also most certainly have to turn it off at feeding time. Look into sponge filters. Easiest place to look would be a local shop or Amazon.com
