Got my plants in about 2 weeks ago... this stuff has just formed in the last couple of days. I had some snails back pack in on the plants... but i'm 90% sure i've got rid of them now, and all their eggs.

I saw some small greenish strands on the leaves as I noticed the snails, which i presumed was their waste (was about 1mm long, if that)

This brown stuff is wierd though. Maybe this is the waste starting to decompose?

It's on my Bacopa Caroliniana

It's also on my Hygrophila Polysperma

I only ever saw the snails on my Cabomba Caroliniana however :dunno:

I'm still cycling the tank, around a week to go hopefully. Will this be harmful to the fish or plants? Should I try and get rid of it?

It is unlikely to be anything good. If you hoovered it up, then it probably wasn't algae - algae tends to be pretty firmly attached to it's chosen host. Some loose gunk - debris.
