For the sponge filter just have it bubbling away gently. Have it so there are too many bubbles to count but so the bubbles aren't creating massive waves. The idea of floating plants and other items helps to stabilise the water surface while the filter is bubbling away. You should find the filter bubbles will push the plants and stuff into the opposite corner and that is where the male should build his nest.

Many plants will survive floating on the surface including: ambulia, hygrophilla polysperma, ludwigia, elodia & hydrilla. If you can't get live floating plants then get plastic ones and let them float around. The floating plants help to provide cover for the female and give the male somewhere to build his nest, as well as reducing surface movement.

Do a partial water change each day until they have bred. Then leave it until after the eggs have hatched and the fry are swimming around. An extablished filter will keep the water clean and free of ammonia during this time.
