Is It Ok To Do A Water Change With Fry Or Eggs In The Tank?

With many species it's beyond OK, it's necessary.
 
Try to minimise disruption as much as possible, sometimes it is better to do two water changes over a few days than one big one in a day, also try not to agitate the water too much when refilling, ie: straight from a hose.
The more water changes you do when you have fry the faster they grow due to the hormones they secrete being diluted.

They are convict fry, i didn't know whether the temperature change etc would kill the fry?
 
Get the temperature as close as possible, within a couple of degrees. Trickle the water in, a jug with a few holes poked in it works well.
 
To minimize the impact of adding water back, you could always use a bucket sitting on top of the tank and use an air hose as a siphon to put in the new water. That should not cause any fish any discomfort at all. I no longer go quite that crazy to avoid disturbing mine but it works fine.
