Id This Fish Please

i was sold these fish as scarlet tetras,however i can't find any info on the internet about them,sorry the pic ain't that good

they are glo-lights

don't think its glo lights,its the small fish i'm talking about with the red and black

Top half look like glo-light tetra. Bottom ones look like Phantom Tetra.
