what is the difference between male and female neon tetra's?

Females will grow larger and have more broader bodies. I've also heard that the females blue line is slighty curved/bent, while the males remains straight.

How to sex tetras? I've found a little barry white and a glass of wine to be a good start....

Body shape as described by Snowy is the best bet. There are a load of theories about kinks in the stripes, length of the red stripe relative to the dorsal fin, white rays in the anal fin, etc., however, a well conditioned female looks like a female, she's deeper and wider, eventually, slightly larger then males.
