There are plenty of variables that need to be known about the fish, not just size.
They could be fish that like to shoal (neons, zebra danio) or fish that prefer to be alone (betta splendens for example).
They could like a long tank (zebra danio, swordtails) or a short and tall one (Angelfish, but those are bigger than 2 inches).

I think guppies or endlers can be placed in huge numbers in a 20 gallon long, probably 10-15 not sure. That as a male-only population. Adding females could increase the population to over 100 fish which may cause the tank stats to crash...

assuming these are endlers or guppies because of the size.

I'd say you can keep 25 MAX endlers by themselves in a 20 gallon. I'd never put that many in at first because they will reproduce. If you start with like 10 you should be fine. (people may say its overstocked but I think endlers are small and a nice planted quarium that many would look busy but it wouldn't over stock it)

Guppies on the other hand I would not keep any more than 15 MAX guppies in a 20 gallon. You could start with 2 males and 6 females. You'd be over populated in no time.

It would really help to know what fish you are keeping, your filtration, live plants or not. These are all important factors. a 2 inch fish is not much information.

What if it's male-only formation of guppies or endlers?

Depends if the tank is coloured blue, with an eery resemblance to a historic telephone booth, that looks bigger on the inside than it is on the outside. ;)

The numbers would still apply as general stocking rules, but with the males only you wont get any fry. I have never kept that many males alone together, but as long as there are no females you shouldn't have a problem. When you throw females into the mix you have to consider the males will all go after her. I've had 3 males to 1 female before....not good...i felt so bad for my fish I moved them. When their little fry they aren't bad but as soon as their big enough its spawning time! hahah.

Honestly with plants you could keep between 30-35 endlers, although it would be VERY crowded. I still say only 15 guppies...only because their just messier and bigger.

IMO at least.

o_O that sounds like a large number of fish, even 15 already sounds like a lot.
How many swordtails can be kept in a 20 gal long though? (specifically a 3 foot long one).
I currently have 6 of them + a hoplo. But none of the swordtails are adults, 3 are fry, 3 are teens.
