How do I change 100% of the water in a tank? Also, should I use fertilizer if I have live plants?

Use a water hose and siphon the water out.

Get a bucket, bin, or tote, put some of the tank water in it, then move the fish

Why do you want to change 100% of the water?

If you have fish in the tank, you don't change 100% of the water.

If the tank is dirty and needs a clean, do a 75% water change and gravel clean the substrate every day for a week, then do it once a week after that.
