looks like a paradise fish to me..
Could he be causing them by a sharp object in the tank?
Could he have been attacked by a fellow tankmate?
That really looks rough. I really don't know a whole lot about fish disease but I just got through a bacterial problem with my gourami. I know now that any open would like that can be a bacterial infection quick. I would try to isolate it and treat with something to atleast help prevent infection.
I used melafix (half the recommended dose) and my fish are showing improvement.

Looks like the start of ulcers, same/similar as the dwarf gouramis get.
I had a whole batch in recently and about 5 of them had this, i treated them with a medication generally aimed at pond fish called Chloromin T. Instead of treating them as per instructions for pond fish, i made the solution up in a bucket and dipped them for 30-40 seconds.
Two days later i treated with MFA (Waterlife Myxazin is the closest you will find!).
Seems to have done the trick! If it is the same thing, i have never been able to cure paradise fish of it before, not by the time the wounds are clear enough to see like that... but this did the trick!
