It sounds like a bacterial or protozoan infection that is in his head. They can pick it up from the gravel or the fish might have had the problem for a while and it only recently affected it.
Dirty gravel and poorly maintained filters are the most common cause of this type of problem.
To kill the fish either knock it on the head, or put it in a small container of water and pop it in the freezer until frozen. Then burn or bury the body.
If it is a bacterial or protozoan problem, chances are the other fish have already been exposed to it. If the other fishes are healthy it shouldn't cause any problems to them, but if they are run down, or the tank (filters & gravel) isn't clean, they could develop similar problems.
Tanks should be gravel cleaned whenever they get a water change, and power filters should be cleaned about once a month. The filter materials should be washed in a bucket of tank water, while the case and motor can be washed under tap water.
Jewel cichlids come from soft water with a neutral to slightly acid PH. They will live in alkaline water but if there is any ammonia in the water, it will be much more toxic in alkaline water.
Rams should never be kept with Jewels. Jewels are agro and will kill rams and most other smaller cichlids.
