Gourami Listless And Staying Near Surface

OK, so 2 of my dwarf gouramis are in quarantine with meds for their ulcers. The 3rd is in another quarantine tank before joining my main tank. This gourami is smaller than the other two and his tail fin is not as wide, and so he was quite timid and stayed hidden behind some rocks most of the time away form the other two. Now he is alone with some ADF's and he seems to always be at the surface. He's not gasping for air though, and I know these fish breathe air anyway - is he just lazy?? When he is not at the surface he just seems to swim along slowly and seems quite listless. He is eating OK and has no visible signs of disease. My water parameters are fine. I don't know if he is ill or not!

Could possibly be lack of oxygen, or they might be too cold. Is your ph and all those other ok?

He seems better now, swimming around and going to all levels of the tank. Think I just panicked cos my other 2 gouramis are sick
