Good Breeding Tank?

I think I used neat malt vinegar (like on chips) when I cleaned out the 620T last autumn, we regularly use this diluted to clean out the cage and extension for our guinea pigs. Not sure off hand if white vinegar is a purer form, but as my better half just said, it smells a lot better than malt!

do i need to clean it to get rid of chemicals in a special way?
And for breeding leave it empty? No substrate etc

I always try to have at least minimum furnishings in breeding tanks. From my experience, those never had any nasty chemicals so I just cleaned them as with any second hand tank. Not sure how fish would react to passion pink though..
