I've read a good few threads on this section but not read them all so forgive me if I missed it, I would hve thought Tetras would cross seeing as lot have them in tanks together, so my question do they?
 
Some families of fish are more prone to hybridising than others, it depends how long ago their common ancestor was.

So fish that are very closely related, Malawi cichlids and Synodontis catfish for example, are very easily hybridised.

Tetras tend to be not as closely related as that, so they don't hybridise so readily. There's also the fact that most tetras are tricky to breed, and need a separate set up, and people don't mix species when they're trying to breed them.
 
should this be in the hybrid section, what you are describing is cross breeding not hybrid
