I wrote of this issue before, but the conclusion was that they were new fish, so it would take time.....but the situation has now improved 
When i feed flake, or dried foods, they obviously sit on the water surface which is 18 inches above the substrate. The fish totally ignore it, and 5 mins later, i need to fish it all out at they have not touched it or even noticed it!
When i feed frozen bloodworms, or bottom feeder tablets, they obviously sink, and the fish go mad for it! Even if i dont feed for a day and then try with dry foods, it STILL does not work!
The fish never swim in the top 1/4 of the tank....only ever the bottom 3/4. I have a few thoughts that could be reason for this....but maybe someone can suggest otherwise?
1) My CO2 is being put in via a spray bar at the top of my tank...so there may be less oxygen there? That said, i have even distribution of CO2 in my tank!
2) I have granit which stands 3/4 the height of my tank, and my grass has been cut down to half the height. Maybe the fish feel exposed? But again, to counteract that theory, the grass was touching the surface before i cut it back
Blood worms are great, but expensive, so i would much prefer to feed dry food more often.
One day, i put the dry food under the water, and infront of my powerhead, which pushed it under the water....the fish ate it...but it was distributed so vastly that they hardly ate any and the rest vanished!
