I have a 2217 and fill it first after cleaning, I have (from the bottom up)

Bottom tray - EHEIM EHFIMECH - Blue foam pad - EHEIM SUBSTRAT PRO -white polishing pads - top tray.

Hope this helps

Any canister filter needs to be filled with water before being started. Some have priming devices for precisely that purpose while others will fill just by connecting the hoses and opening the valves.

I have a 2215 and yes it does need to be filled with water before starting. Suck on the outflow pipe and the water should start coming into the filter on it's own after a few pulls.

In mine have the Eheim Ceramic tubes, from the bottom to halfway up, then 1 coarse sponge, then some more ceramics, then a fine pad. It works perfectly for me.
