Why would you want him to flare anyway?
Flaring means he'd be mad.

Just never seen it before, Suppose hes just a laid back guy!!!

A lot of people go on about it so just thaught id ask :) Not like I like to go round making bettas mad or anything ;D

Are you sure your betta is a male?
And they flare as a threat display, but apparently some people like the way they look when they do that.
They sometimes will flare at a mate to show off during mating too.

I just wish I had a laid-back betta, my 4 ones were like a pack of wolves, working together and flaring at other fish and killing them -.- While in a separate tank, they rarely flared at each other but that was about it, they ignored each other. I was risking having a fight in the tank though, but I didn't even know about them much back then.

There's nothing wrong with getting your betta to flare at all - just as long as you're not getting him to flare for very long periods of time (as in more than a few minutes), it is part of their natural behaviour after all. I seen some recommend it in order to keep their muscle tone up, dunno how valid that is tho.

The only "trick" I know is using a mirror but it's possible he's just a very chilled out guy. I know plenty of people on this forum that say their bettas don't really flare - they all have unique personalities! Maybe after he's more settled in and more confident he'll give you a little show of his manliness :p

And as long as you don't do anything to get him very mad. (such as hitting him with something or bumping the glass...)

Put a mirror in front of him... :shifty:

LOL my daughter's flares up if she presses her nose to the side of the tank if that helps

To get my Betta to flare I just get my wife to stand near the tank he hates her with a passion lol

Haha! Bettas are so funny, that's why I named mine Zod, as I'm sure he's plotting world domination
