Do Bettas Normally Act This Way?

So I've started putting a mirror up to my tank for my little betta to flare at. Sometimes he completely ignores it. I was wondering if that was normal? Because I've always had the impression that when bettas see "another" betta they get all aggressive and flarey.
 
Yes it's normal for them not to flare at a mirror 100% of the time. Why? I can't honestly say. My theory is simply that they don't always see it just because lighting conditions or whatever then all the sudden they do and it's like HEY...what are YOU doing here!?
 
Ah okay. I was wondering because he was looking and then he turned and just completely ignored the "other betta" at the front of the tank and I didn't know if that was odd or not.
 
Javier will flare a few times and then swim away.  Sort of like "yeah, I told him" and then can't be bothered anymore!
 
Lol he proved his dominance and he get's to snuff the "inferior" betta   
 
One of my bettas is scared of the mirror. He won't go anywhere near it. As soon as we even pick it up he swims away and hides

 I find it funny cause he's huge and the mirror is pretty tiny haha.
