Collecting Plants From A Lake

Hey, my local lake is fill with hydrilla/Vals/grasses/lily pads. Is it safe to add these plants to an already established tank or use them to build one? Will the good old, bleach solution dunk help remove nasties? Also, are there any tests I can perform on the lake to check from toxins and other chemicals?

I know that the local society that maintains the lake has done some things to help control the spread of the invasive hydrilla, they have added carp; but I'm not sure what else.
 
Is it near any place fertilizer or pollution/sewage could enter it? If so it won't or might not be safe. I personally wouldn't chance it.
 
Then I dont think it would be safe, but even if it is I still wouldn't want to chance it if it were me.
