I have a 3D background and so I can't use a sucker to keep my spray bar in place, I had the idea of pushing a tac (a nail you would hang a picture up with) through one of the holes in the spray bar and into the back of the 3D background, is it safe?

Couldn't you just use silicon to stick the spray bar to the background?

I think I will do that plus cut off a bit off the end of an algae scraper, as I know it's aquarium safe and won't rust and stick that through the back as well

use the prong off a stainless steel fork wont rust and pliable

Last idea quick before you stick silicone all over the background - clear fishing line. Make a hole through the plastic background either side of where the spray bar will be and use thin thread or fishing line to tie it with. Will be easily removable then. Just be sure there aren't any loops bid enough for fishies to get their heads stuck in.
