Betta Fish Not Swimming Around And Looks Lethargic.

My betta fish Lucifer is lethargic, not eating, and just laying on the gravel panting for breath. I have him in a heated 3 gallon tank with a heater and filter the nitrates are normal, so is the ammonia and Ph. I am worried tomorrow the 21 is going to be my one year anniversary of having him and I am crying while typing this.

I figured out the problem which I feel stupid about. I changed the filter cartridge after having the same one in for three months and the water current was too much for him lol. He is eating his flakes normally now.
