Ballast Replacement - All Ponds Solutions

Anyone know how to access the T5 ballast in an All Ponds Solutions Cabinet Tank. The model number is HRX1000H.
Two of my lights gone out and think it may be the ballast. (I'm hoping its the ballast).

When that happens, I normally source a entire new unit or DIY onto the tank lid. Opening a ballast is not fun as there water sealed, Breaking that seal means they'll most likely never be water tight again.
