Are air bubbles safe??

Your lfs should sell a valve that you can put in the airline to bleed some of the excess air pressure off. If you get one, you can experiment and find the amount that seems to work best for your tank. :D

What kind of filter do you have? If the bubbles are coming from the water passing through the filter media, you do not want to turn it off at all. If you do, you are at risk of losing your beneficial bacteria. Try to adjust it rather than turning it off and on. If this doesn't work, perhaps you will have to get a different filter for them.
 
I have airstones in all my tanks and I think they look great, and my fish really love them! I one of my bigger tanks, I have a big realistic crocodile head, and we attached it to the air stone and every now and then the head opens up and lets out a stream of bubbles! Its really cool, but I had to move my female bettas when I realised they don't like fast-flowing water!
