You only need an ammonia, nitrite and nitrate test kit if you want to do a fishless cycle. This will work out cheaper.

If you dont do a fishless cycle, a test kit is not neccesary.

Are you telling him that if he puts fish in his new tank he doesn't need a test kit? I would have thought he'd need to keep a closer eye on his water stats if he's got fish in his tank.
