Hello it's hard to tell specifically, it could be micro bubbles or dust particles? Putting some fine floss in your filter will help

You have a floating film of something. Being floating, it won’t get drawn into the filter so you’ll have to remove it yourself (or it might break down in time). Lay a piece of paper on it and then lift it up by the middle to remove it. Then repeat.
