Adding Soil In My Tank

my tank is up and running it has sand at the bottom i would like to put about 2cm of composs at the bottom under the sand for my plants would i have to emtpy my tank or is there a way i could pop it under the sand with out much dirty flying about

you cant lift up the sand =/

youll have to empty it out, put soil in, then sand etc =/
