30 Or 55?

OK so I know I have a thread in the new world cichlid section but nobody has responded to it and I have gotten a lot of advice from here in the tropical discussion.

So here is my dilemma, I am trying to create a biotope aquarium based on streams in the Valencia river basin in Venezuela. I have a 3ft 30 gallon tank and a 4ft 55 gallon, however I live in an upstairs apartment and I'm unsure about the weight of the 55, am I being overly cautious?

I guess the question boils down to the stock I am planing to keep;

2x Apistos (paired if possible and of a species native to the biotope I'm going for)
2x Festivums (LFS has a proven pair available)
8x Diamond Tetras

Would this overstock the 30 gallon?
if the 55 is safe what would a good stocking plan be? Again I apologise for the similar posts but it seemed people weren't seeing the original.
