28 G Oddball?

I just got a new 28 gallon tank and I'm trying to decide what kinds of fish i want for it and i really like oddballs... so could you please give me some suggestions?

I have a 26 litre tank and having never kept puffers. I saw a Figure of 8 in the local aquatic store and asked if one would be happy in the tank. They said that if i put one in there it would not survive as they need at least a 2/3 foot tank. Is this true or not?

Figure 8s require 15G (56L) per puffer (and brackish water conditions)

In a 26L you could at a push have two Dwarf puffers, provided you have good filtration and plenty of cover
