Im pretty sure that site is dodgy

Do you mean for putting fish in whilst doing a water change or just to heat up the water?
 
Seems expensive when you could just buy a big bucket and buy a cheap heater for it if necessary.

Pretty sure most people with a tank big enough to warrant a 16G bucket for a water change would just be using a hose, and if they aren't, they should be. My tank isn't even 16G and water changes were a right pain before I started using a hose.
 
I do water changes using a 5 gallon bucket on my 120 gallon tank. It has no heater and does not need one. If the water is not properly temperature matched to my tank, I add it slowly so the tank heater can keep up. If it is temperature matched, using the mixing faucet in my kitchen sink, I can add it rather rapidly to a tank and move on.
