Your tank parameters and your tank in general is the most puzzling tank I have ever come across...

Ok. So what about stocking levels. Could I get away with the 11 tigers, 10 gold barb, 10 albino tiger barb and the 6 yo-yos? Or is that too heavily stocked?

Assuming the "Gold" barb is the species Puntius semifasciolatus this is not overstocked.

I do not like to define "overstocked" because there are several factors in the equation. And fish mass to water volume is not the most important, unless it is way over the top obviously. For example, 10 Zebra Danio in a 20 gallon tank is overstocked, whereas 20 neon tetra or 20 lambchop rasbora is not.
