Would This Be Overstocked Or Ok?

Hi,
I have a Fluval Roma 125 litre with a fluval U3 filter. It currently has 6 black phantom tetra, 3 featherfin rainbowfish, 2 electric blue rams (male & female), 1 neon tetra, 3 otocinclus, 6 amano shrimp and 1 khuli loach. I do a 20-30% water change weekly. Tank is fully cycled and I test water weekly with an API test kit.

The neon tetra and khuli loach are survivors from a small community tank my husband had 3 years ago, which we put moved into the bigger tank. The rainbowfish started off as 6 but do not seem to thrive, they seem to struggle to get food as the tetras and rams gobble it all and the rainbows seem very timid).

I am wanting to add some red robin gourami (1 male and 1 or 2 females) and I would also like to add some more (6) neons.

My questions are:
- Could I fit these all in ok or would it be overstocking?
- Would I be best getting 1 or 2 females of the gourami?
- Would the neon shoal with only its own type or would it also shoal with green neons or cardinals?
- I have read varying info on the best parameters for green neon ... some say only to keep in pH under 7 and that they are less hardy than standard neons ... what are peoples views / experiences?

its a tough one, if the rams start to get broody and spawn then they will quite easily bully the rest of the fish away to the corner of the tank, so with that in mind, i wouldnt risk anything else...

however, that said and i might be putting my neck on the line here, topping up the neons might be an ok move...or even returning the lone one to the shop so hes not out of place...

I think i would avoid adding Gouramis..

Kuhli loaches are a schooling fish, so they feel safest in a group. 6 would be a small group, but IMO should be kept in an even larger group than 6. I'd get rid of the loach or add more of them before determining if you have room for more. Same with the neons.
