Short answer NO.
What sort of sucking catfish is it? A bristle nose or some other type of pleco? Almost all plecos get large (some larger than others but even a bristle nose is too big for 20L on its own), and if its a Chinese Algea Eater they also get large and become very aggressive towards other tank mates while reducing how good they are at eating algea the bigger and older they get.
Are the guppies and platties only one sex or do they have partners so they will breed? If so before you know it you can end up with far too many fish.
Clown loaches get huge and are social so need a good group of friends (looking at a 6ft + tank to house these guys happily).
Khuli loaches are extremely social and need to be in groups as well and a 20L tank is not going to have the room for a group of these guys, especially when they have their go crazy times darting all over the tank like mad things.
Ghost catfish also need groups and will pine away and die if kept on their own.
