If you keep observing closely as the fish swims at different angles you may be able to determine more about the possible "white spots" problem. I believe with the real "white spot/ich" parasite you can see some 3-dimensional quality to the little white spots, almost as if they are tiny puffs of cotton or bits of sand stuck to the outside of the fish. By contrast, if what you are seeing are simply certain silver scales of a baby angel that are reflecting light differently then that would not be white spot disease. And in fact there are a fair number of mixes of angelfish these days that can have unusual speckled reflective qualities! For instance, there are a number of variations called "Pearlscale" that might fit the bill.

If you had ich on your angel, it would be the size of grains of salt and would look like they were on the surface of the fish, not just a bit of color. The ich parasite sticks out above the surface of the fish's skin and is quite noticeable. It has been a long time since I had any in my tanks but the appearance is unmistakable.
