White Film

My poor betta Edgy has had nothing but problems since i got him. For the first 3 weeks he couldn't keep a pellet or a flake down. now i only feed him very small meals a couple times a day and still he coughs up most of it. So now today i look at him and he's not as bright as usual. and it looks like his scales are peeling or just have a white film over them, his tummy is also whitish. I'm not really sure what it would be. I just changed his water like 2 days ago. anyone know what i should do?

well i put some melafix in the tank and he's lost that weird film, but he's still not the old Edgy. It's actually kinda freaky...he seems to have a fit, zoom around the tank, bouncing off everything then goes for air and coughs after he takes a breath. at first i thought he had Ick but i can't see any white specks.

Could any kind of cleaner of aerosoles got into the tank?
