Where To Go With My Tank?

Hi All,
 
I've had this setup now for a year and half and I really want to look into increasing the density of plants.
 
I've been looking at carpet plants and foreground, however, it seems the substrate is not suitable for those other than beginner 'easy to grow' plants.
 
I can't even imagine removing the whole tank to add a layer of plant substrate - any suggestions here?
 
Also, I have algae eaters constantly munching away at those now.
 
Any advice would be much appreciated!!

What do you have for equipment?
Lighting? Co2 Ferts?
