I know that. I was referring to an individual person doing it themselves directly. So unless you are connected to someone with the correct licensing and they personally bring it into the country and then once in the country distribute to you, it's paper and legwork and money. I've imported and exported an animals before (not plants, but livestock is vaguely similar) and know the legwork, red tape and cost involved was huge.
I'm trying to point out that it's not as easy and straightforward as getting someone outside the UK to pop a plant in a packet in the post.
