When Can I Move New Born Balloon Molly Fry?

They were spawned this morning, but the tank is kind of dirty. i was planing to clean it tomorrow but they spawned.

So can i put them in a cup and clean the tank and put them back in?

Welcome to the forum ICEAL.
You can safely move fry around as long as they always have enough proper water in their temporary home. I would use my clean water change bucket, not a cup.
Make sure you do not destroy the cycle on your filter when doing a cleaning.
